Otieno during the World Cup final and was deeply shocked by the unexpected
tragedy.
“Just yesterday, we sat
together at English Point in Nyali and watched the FIFA World Cup final. None

that he lost his life following an epileptic attack that led to a fatal fall,”
the Principal Secretary wrote.
